Program Specialist, Parks and Recreation

The Recreation Program Specialist will plan, organize and coordinate a wide variety of senior, adult and youth parks and recreation programs, leagues, special interest programs, camps and events.
The Recreation Program Specialist assists the Parks and Recreation Deputy Director, as needed.
This person will assist with park planning and improvements, and will perform related work as required.
SUPERVISION RECEIVEDThe employee works under the general supervision of the Deputy Director of Parks and Recreation.
SUPERVISION EXERCISEDGenerally, none.
May direct or coordinate the work of part-time, summer help and interns.
ESSENTIAL DUTIES AND RESPONSIBILITIES Coordinates part-time parks and recreation staff in the development and implementation of community parks and recreation programs.
Supervises training programs, workshops, and activities for persons engaged in parks and recreation programs and co-sponsored programs.
Selects, plans, and implements sport leagues, youth & teen activities, senior activities, special events, and summer camps.
Assists in the planning and management of concessions-related activities, including design, layout, operation, inventory, contracting, and staffing.
Assists in planning and management of park improvements, activities, and maintenance.
Responds to public inquiries about park and recreation programs made by telephone, e-mail correspondence, or during public meetings.
Assists with managing the building and park rental process, rental contracts, and activities.
Coordinates a wide variety of cultural and enrichment classes.
Assists with publication of a variety of brochures, calendars, letters, posters, news releases, flyers, and related communications regarding parks and recreation programs.
Maintains related records and statistics for programs and personnel.
Coordinates sports programs, acquires coaches and officials, assigns practice times, orders and distributes uniforms, schedules games and officials, creates and distributes schedules.
Orders, inventories, cleans, and stores equipment and supplies.
Creates, plans, and oversees special events; purchases supplies and secures volunteers and/or paid staff for special events.
Assists with registration and the collection of fees.
Prepares and oversees portions of the Parks and Recreation department's annual Budget.
Promotes interest and provides information regarding parks and recreation programs to school officials, other recreation officials, community service groups, other departments, and the general public.
Gathers, interprets, and prepares data for studies, reports, recommendations, and decision-making purposes; provides professional advice to Parks and Recreation Deputy Director.
? Coordinates department activities with other departments and agencies as needed.
Manages promotion of parks and recreational programs through advertising and community outreach; Interacts with schools and other community groups, issues press releases, publicizes events, and communicates other special interest items.
Coordinates with DPW park maintenance staff as required.
Performs related work as required.
PERIPHERAL DUTIES AND RESPONSIBILITIES Attends and participates in professional organization meetings, seminars and workshops to stay abreast of innovations and new trends related to duties and responsibilities.
Communicates policies, procedures and programs to the Parks and Recreation Department both orally and in writing.
Prepares reports and related information as directed by the Parks and Recreation Director or Deputy Director.
Proofreads and edits a variety of documents.
Exhibits high attention to detail and takes adequate time to review and research tasks before proceeding.
Assists with all customer service activities.
May serve on various other committees as assigned.
DESIRED MINIMUM QUALIFICATIONSEducation and
Experience:
An employee in this class, upon appointment, SHALL have the equivalent of the following training and
Experience:
High School Diploma.
6 months PT or FT experience in customer service, program development preferably in a parks and recreation setting.
Some knowledge of the parks and recreation function.
6 months of leadership experience is highly preferred.
Experience working in the following organizations is highly preferred; civic, philanthropic, school clubs, sports clubs, or volunteerism.

Skill in the use of office equipment and technology, including computers and related software, election equipment and the ability to master new technologies.

Strong writing skills.

Ability to effectively train others and assign, coordinate and evaluate the work of subordinate staff.

Considerable knowledge of general parks and recreation department administration and supervision.
Ability to lay out, assign, and supervise the work of subordinates.
Ability to prepare effective correspondence, records and reports.
Ability to analyze complex parks and recreation problems.
Ability to deal courteously but firmly with the public and to maintain satisfactory public relations.
Ability to understand and follow complex instructions, manage multiple tasks and work effectively under stress and with interruptions, within deadlines and with changes in work priority.

Working knowledge of modern office procedures.
SPECIAL REQUIREMENTS Ability to establish and maintain effective working relationships with a variety of appointed and elected officials, staff, outside agency personnel, community members, the media and general public.
Maintain knowledge of current local, State and Federal laws and statutes affecting areas of responsibility.
Flexible work hours, including some nights and weekends.
